It's common to see small charges occur every few hours and then for these amounts to get larger overtime. As the weeks go by they will eventually establish enough credit with you and then charge only once per month.
How to view your ad charges
When you want to see how much you're spending on your ads, you can see an estimated daily spending limit in Meta Ads Manager. In the billing section of Ads Manager, you can find all your final charges, including the specific ads you paid for and exactly what you paid for, like running an ad for awareness or getting people to click your ad.
Keep in mind that your final bill may be more than your budget for a particular ad. That's because your account is charged for all the ads that you're running on that specific ad account. We always stay within the budget you set.

Facebook will automatically charge you whenever you spend a certain amount known as your payment threshold. At first, this may seem like an irregular billing method where they will charge smaller amounts until eventually, they establish credit with you and let you carry larger balances.
For example, when starting on Facebook Ads, it's common to see multiple small charges like $2, $3, $6 etc. and this threshold will slowly increase overtime as you spend more money. Eventually, you will establish enough credit with Facebook and they will only charge you once per month.
Note: Facebook will charge you again on your monthly bill date for any leftover costs.

If you card is still declining despite confirming that it is active with an available balance, it's likely that your bank/lender has falsely flagged Facebook Ads due to suspicious activity.
This can be common amongst new campaigns where the first initial payments are small amounts such as $2, $3 in large quantities.
Solution: Call your bank and ask them if any payments from "Meta Ads" or "Facebook Ads" were declined recently and if so, why? They will likely say it is from suspicious activity and you can.

In some cases, if it's around the start of a calendar month, Facebook will often bill you for whatever remaining balance was remaining last month on top of the regular billing cycle. This can feel like you're spending more, when in reality, your next bill will be farther than it usually is.

View 'Business Settings' by selecting the "Cog Wheel" icon at the bottom left of the screen.
Navigate to Accounts > Ad Accounts > Select your ad account in the list
Beside the 'Open in Ads Manager' button is a Down-Arrow (β¬) which you will Click > Select 'View Payment Methods'
Scroll down to "Payment Activity", you will now have access to all of your receipts
Optionally, you can also update your Business Info at the bottom for tax purposes.

At the top-right of the page, you should see a blue 'Pay Now' button. You can select this to keep your account up-to-date.
Note: After paying, if your campaigns were previously active, your ads will automatically resume.
